WASHINGTON-- Robert David Steele Vivas, CEO of OSS.Net, Inc., former Marine and spy, and since 1988 the foremost international proponent for Open Source Intelligence (OSINT) and multi-national information-sharing, has today posted draft legislation to create an Open Source Agency (OSA) to serve as the central element of a new multi-national appreciation for Information Operations (IO), Open Source Intelligence (OSINT), and Peacekeeping Intelligence (PKI).

"Winston Churchill liked to say that the Americans always do the right thing, they simply try everything else first," Steele says. "Well, we are done with failure. We have failed in our national intelligence endeavors in every way possible, and compounded that with political failures of an extreme nature."
