Does this mean that SuSe will finally become a downloadable distro, in its FULL version. I am using SuSe personal 9.1 and it is a pain in the neck that I have to use rpmseek to get developer rpms.

No. From what I understand, this article was just a clarification that Novell is not changing the way they distribute SuSE at all, in light of the unfavorable reaction that followed an interview in which the interviewer hinted this might not be the case. SuSE Pro will still be sold. I *have* heard unsubstantiated rumor that the "Personal" edition may be going away however.
