It is even worse, in the UK you cannot give money to a school and then tender for a contract, something to do with anti-bribery laws. However, MS is exempt, they can give money to schools, and then tender for work...

To add insult to injury many UK schools pay retail price for Windows XP + Office, they don't even buy it at academic rate that the universities do.

Most schools have no IT staff or they have them only briefly (they can't retain them), so it makes no difference if they run Linux or WIndows, they still have no idea what they are doing.
