Poor regions usually tend to be more resourceful and practical than rich regions. Rich regions tend to be more wasteful and bureacratic.

And let's not forget that Munich is more locked in because they did afford paying the MS cost while Extremadura are less locked-in because they couldn't. This is a good example of FOSS leveling the playing field and giving the same opportunity to those who have and those who do not.
