Nor do they panic about hard-disk failure or power surges until six months' work is suddenly obliterated by a bug, worm, smoked disk or lightning bolt, or they wake up to find their private paperwork mentioned in a headline.

Computer users in general don't even know what can go wrong; they are even further than that from expecting any of it to ever happen to them (there's something in common with drivers here). You have to put the fear of death into many of them before they'll even consider letting security hamper their daily routine at all.
