1) It is an *ugly* standard, for an incredibly messy format that no programmer in his right mind would put up with; no consensus driven technical (as opposed to political) standards body would find it acceptable. Not up to the quality expected from ISO's J3, for example...

2) It is *still* proprietary, since it provides for the inclusion of MS-Word binaries as BLOBs
