Those '98 machines tend to be pretty old

People can run Linux on any of those old machines, but they might not like the speed of modern programs, or like the ultra lightweight alternatives to those programs. Most those machines won't run XP either. I expect most people who choose to keep their old systems will just get by with a firewall or NAT and some alternative to IE and OE. That'd give them 100% protection against every remote threat but their own stupidity, without needing security updates. As for local security risks, 95/98/ME effectively had no local security anyways.

If they do switch OS's, they might as well just get a new system, no matter if they'll be running Linux or Windows. My last PC cost $180. It had a 1.8ghz celeron, 256mb ram, and a 40gb hard disk. For about $25 more I upgraded it to 512mb.
