Why did they try to sneak in the ODF language? That makes it look like something bad and draws the wrong kind of attention. And it ensured that supporters would be caught unprepared. A totally bad move.

Perhaps, but I can understand the reasoning. Looking at what had happened in Mass, I would try to keep a low profile as well at first. Also note that Rep. Homan only wanted to do it quietly until the first committee approval. He probably wanted to go all-out when he had some backup. Again, very understandable when you look back at Mass.

Standard procedure in most state governments. I believe that over 50% of bills are passed on the last day when almost nobody has time to read them.
