MS didn't even implement their own published "standard", how can we expect that they'll get someone else's published standard correct on the first try?

Never ascribe to malice what is adequately explained by stupidity.



(personally, I'll go with malice all the way in this one)

First try? Or second, or third, or Nth, where N is any positive integer. It doesn't matter whose published standard it is. The published standards are for all the naive, unwashed masses to implement. Their own internal standards are the ones they go by.

I have it on good authority that Steve Ballmer himself sacrifices two chickens per day on an altar by Lake BillG to whatever gods are in charge, to make sure those internal standards never, ever get seen by those who must remain ignorant.
