NL: Nice article about 'buying hardware without Windows'

The Dutch consumer union did some nice research and made a nice article about buying PC's / laptops without Windows. It's members only (I'm a member, yay!) and in Dutch, but I think I'll try to post an English summary soon. One thing was pretty interesting: Dell doesn't offer Linux for consumers in NL, but it does if you call them! And MSI says it offers a refund if you don't want Windows, but it might take half a year. Oh, and this is fun: Dell says it doesn't offer a refund, but in practice they already did in NL from time to time. It even was a considerable amount.

I'll also try to contact the person of the consumer union who did this research to share my 2005 results. He's certainly not aware of the formal complaint the Italian ADUC made about this issue at the EC, I believe.
