Microsoft has said as much with ARM processors where they must not permit another OS. The rest is up to OEMs. Anyone want to guess what Microsoft will be urging (pressuring, forcing) those OEMs to do with their hardware?

If you read any of Matthew Garrett's blog about UEFI, it becomes immediately clear that the standard was developed to help MS maintain their hegemony with Intel... It serves all the needs of entities like MS, but none of the needs Open Source OSes.
