They way I read this:

The RIAA moguls admit they made a huge mistake, and SOPA/PIPA was a disaster -- but they think it was mainly a PR failure, that they simply got drowned out by bigger megaphones, abetted by tech industry types and companies like Google not appreciating the underlying fundamentals.

Sounds like were going to see this story come around again, but next time the IP industries will try to use more sophisticated approach to marketing their position.

Actually, the get it quite well. They now know they'll need to operate stealthily, and pass the legislation they want piecemeal. And that's exactly what they're doing.

The fact that the populace at large disagrees with the laws being passed makes absolutely no difference to them. To them the legislature is a tool to accomplish their ends, and nothing more.
