German government advised to opt for open source

This isn't about fiscal "cost", this is about discrediting a German policy initiative -- typical MS political shenanigans.

Yes, and the only thing MS can do is to try its best to cast doubt on the proven success of Munich. By excluding Windows licenses in their TCO and refusing to release any detailed information, MS lost any credibility, if it had any, and asserted Munich success.

Quoting:The study was commissioned by Microsoft to HP Consulting for internal purposes only

Which is why they're touting it to the public. Makes sense to me.

If Microsoft could have found any way to put a spin on the collected data that would make Linux look bad, they would have released the study!!!

Instead the release the goal of the study, so their paid shills can write some fiction.

What else would you expect from Microsoft?
