What the author says about Blackbox is not accurate. Blackbox has a taskbar very similar in appearance to the one in Fluxbox (no surprise since Fluxbox is a fork). I believe that Fluxbox has added some features to their taskbar, but a basic version does exist in Blackbox.

You can also add a taskbar to a barebones window manager quite easily and there's a good selection of them out there.
