This release introduces the ability to build a RPM package from the tarball

The GNOME Project has announced that a second development release towards the upcoming GNOME Weather 3.12 application that will be available in the GNOME 3.12 desktop environment is available for testing.

GNOME Weather 3.11.4 fixes some issues with RTL layouts, updates to the packaging system, introduces the ability to build a RPM binary package from the upstream source archive, and replaces GtkHeaderBar with GtkActionBar.

Moreover, GNOME Weather 3.11.4 fixes the .desktop file for legacy desktop environments that do not use GIO to launch the application and updates several translations. For more details about this new development release of GNOME Weather 3.12 please check the official raw changelog.
