It's hard to place PPSSPP in a safe category because this is something that might be illegal in some countries. The developers have explained that it's now possible to create configs for each game, JIT (just-in-time compilation) has received a large amount of fixes, FPU rounding modes are now supported, JIT now makes use of SSE on x86 architectures, which greatly increase performance, FFMpeg has been upgraded, the UMD speed is now much better simulated, an SDL2 version of PPSSPP is now available, and a lot of other fixes have been implemented.
You can download the source package for PPSSPP 1.0 from Softpedia, but it's recommended that you use one of the repos provided by the developers, which will keep you updated.
