One of the responses the Massachusetts ITD posted last week to its RFI on ODF converter plugins wasn't a formal response at all, but an informal email sent by Adam Kennedy, of Australia's Phase-N. That didn't mean that Phase-N didn't have something important to say, however.

Phase-N, a Perl development shop, was one of the first to tackle the converter concept, but later shelved the project. Tim contacted me after I blogged on the responses to note that what the ITD had posted wasn't a formal response, and went on to provide some interesting additional information on the challenges involved in creating a truly useful plugin, and on what Phase N concluded was the best approach to employ in creating one. When I asked he also kindly gave me permission to include his observations for the benefit of those that have spent some time digesting the various responses I referred to in my prior blog entry, and are interested in the technical aspects of document converters.
