Bandwidth Limitation

We have recently been having some bandwidth related problems here at the college due to people accessing certain sites *cough*myspace*cough* and draining the bw for everyone. We'd like to setup some sort of bandwidth controls. Currently the whole network is transparently proxying through squid.

Our idea is currently: Set a list of sites for restriction. Access to them would be limited to a total of X bandwidth down and Y bandwidth up. However all other access could preempt that bandwidth if needed.

We know you can sort of do this with squid acls, but we aren't sure about the upstream limit, or whether unrestricted could override the bandwidth allocation for the restricted.

Anyone have experience with something like this?
