Now that's more like it. And not the least bit surprising.

If you're a PC maker who wishes to sell a few Linux machines, you don't want to cough up for different hardware on those machines. That's not how you maximize your profits.

You want to put the same stuff in every box, and slap the OS on at the end.

In that world, 3% might as well be a hundred so far as the vendors are concerned. When your big clients say they will buy stuff that supports Linux and only stuff that supports Linux, you start figuring out how to support Linux yourself.
