The point of this is to get OSS developers to use Microsoft Technology. So yes they can be trusted. It's thier interest to be trustworthy.

The point is this is part of Microsoft's attempt to make Windows relevent to OSS developers, to sell more windows based hardware , and more Windows development tools. How free is OSS when you rely on Microsoft IDEs and underlying technologies, for your development work?

Well, as Dino has noted in the past, you can always trust Microsoft to act like Microsoft. As long as this suits their needs, they'll be all for it. The moment it doesn't, well, just ask the Microsoft MVP folks about how that works.
