I interpreted "forces" as a verb, so I got this idea of a policeman putting a gun to my head and say "Use FOSS.. or else.. This is your last warning."

Perhaps "departments" would be a better term.

Actually, forces is correct. Or better, the singular "force". The Dutch police isn't organised in departments like the US police is. It's one big organisation.

Reminds me of a headline here from about two years ago that read:

"South Africa: White Says All Blacks Are Savages"

But in this case "White" referred to the national rugby coach Jake White, and "All Blacks" being the name of the New Zealand rugby team.

The real question is how many savages rioted out of concern they would be equated with the All Blacks.

People take their soccer very seriously, and I would bet savages are not folks you want to piss off.
