In a case of deja vu that is becoming bad news for Massachusetts residents in particular, and ODF supporters in general, another Massachusetts CIO has resigned in protest. This time it is Peter Quinn's successor, State CIO Louis Gutierrez.

Gutierrez assumed his position in January, and has been a model of discretion and realism as he sought to stabilize the Information Technology Division's efforts to modernize, following last fall's controversy surrounding ODF implementation. Unfortunately, the bond bill that Quinn resigned in part to protect from partisan attack was never passed, and now Gutierrez is resigning to shine a light on the impact that this lost funding will have on the effectiveness and budget of his department. The Romney administration is pledging to stay the course - albeit an underfunded one. It's a sad day in Massachusetts when the only choice that a dedicated public servant finds available to do his job is to publicly submit his resignation. Talented professionals, and the citizens of Massachusetts, deserve better. Gutierrez's complete resignation letter, and his message to his staff, can be found here.
