For Google, there's more to be earned from "communication via the net" (which it can eavesdrop and mine) than from 'local apps' which don't communicate through the internet at all.

So there's more money to be made from Chorme than from Android.

A bit in the same way MS can make more money from their "Professional business" edition than from their "starter"edition. Of course, to avoid confusion, Microsoft could consolidate their operating systems too. But it doens't make sense, as you always try to sell the version you earn most from (Chrome), but if not possible, you'd rather sell them a low margin product (Android) than see them buying from the competition.
