For me, it's usually been less work to just reinstall than to upgrade, and you don't have to worry about losing anything when you reformat the partition. Even the routinely criticized Slackware is easy to install.
The last time I relied on an upgraded distro, I didn't find out about the things that didn't upgrade properly until well after the fact. There's not a good reason to go through that.

You cannot expect to deliver proper quality if what you do is reassemble from Experimental every six months. It is so blindingly obvious, why do people continue to do the same thing all the time while expecting a different result?
