This is one of those cases (Atheros AR8132) where Linux support was already there, but BSD support is relatively new. The alc driver was written for FreeBSD 8.0 (one release back) and ported to OpenBSD 4.7 (current release), so I expect there to be some quirks.

What happens, I think, is that this driver runs both a 10/100 NIC and a 10/100/1000 NIC, and the driver assumes that my particular NIC can run at 1000 MB even though it can't. Hence "forcing" 100 MB operation makes it work.
