I am curious as to why you go through the extra trouble of using xamp instead of using the packages in Ubuntu's repository?

There are benefits to using the package manager that comes with your distro that you lose by using a 3rd party installer... For instance the error you mention about php.exe:

" 'php.exe' is not recognized as an internal or external command, operable program or batch file."

This tells me that xamp is expecting to run a WINDOWS executable in Linux!

By using apt-get or synaptic you will not have these issues and you will get updates regularly through your systems normal updates. Another byproduct is that you now have apache and php libs and executables in a path that the system is not aware of, this will also cause problems for your environment PATH variable, AppArmor, and/or SELinux if you run it.

Just a thought...
