The Romney administration not only picked a new permanent CIO, but used the opportunity to make a statement that no one could miss that it is four-square behind ODF, and is making a political investment in making sure that nothing will stop it

There was a major new development late this afternoon in the ongoing saga in Massachusetts over implementation of the OpenDocument Format (ODF). Today, that issue escalated to the level of national presidential politics as Mass. Governor Mitt Romney named a permanent successor to former State CIO Peter Quinn, utilizing the entire press release announcing his appointment to underline the fact that the new CIO, Louis Gutierrez, would not only be charged with implementing the ODF policy, but that his past experience was uniquely suited to that task.

Moreover, the press release goes out of its way to note that implementation of ODF is still on target for an effective date of January 1, 2007. Some have speculated that Romney is using the ODF issue to emphasize the fact that he is immune from influence by special interest groups (in this case, Microsoft) in a political year marked by the Abramoff lobbying scandal, and that once having committed to an issue, he will not "flip flop" on it.
