Singapore is a city state of a few million and the population lives under a pretty austere regeime, but I would think their military is of pretty modest size. Moreover, the content of the story seems to imply a phased roll-out on only new machines. Furthermore, users will still be given the option of staying with Office97.

It's a win, but let's not make it overblown because it becomes a let down later when the numbers prove to be much more modest. However, a small start does not imply I think it insignificant. Those given the choice even though they opt for now to stay on Office97 may be tempted to try the new, nifty features some co-workers discover on OpenOffice.
