if the key/signature is informational in nature, i.e. it is meant to convey "this is not a module built by Red Hat, proceed at your own risk", then keeping it secret would be OK. But if it is controlling in nature, actually preventing the loading, then the FSF is damn right in wanting to ban it. This is the kind of control that free software _by design_ places into the hands of users.
