anti-competitive and lock in

The two things that popped into my head reading the article are: - is a company like MS providing special discount prices and free consultancy to councils an anti-competitive practise of which EU law has a dim view? - the lock in. That their prime tool was not readily portable to an alternative operating system really shows the advantage that a Free Software solution can provide when you can just grab and recompile for your preferred host.

On lock in my favoured approach now is to think interface view standards which often means a browser based interface.
