|State-by-state skirmishes over open-source document formats represent the latest showdown in a long-running, and so far unsuccessful, campaign to topple Microsoft's sheer dominance of the desktop software application market.
There is nothing about source code in open formats. ODF can be implemented by all, including M$ is they wished (or dared).
Who's campaigning? Sun did w/ StarOffice I guess you could say but most Linux users are simply running what they want.
