I haven't managed to look at the survey itself: Evans Data wants a lot of Franklins for it.

Back in the late 80s, there was a persistent rumor that companies that had a Microsoft and a Mac version of a given product would force their developers to do the Windows version first, because otherwise, they'd just get the Mac version and then procrastinate on crappy Windows or DOS development. In light of the Findings of Fact in the anti-trust trial, this rumor was probably false, but still, it reminds us of how bad Windows development really is.

To sum up: the article is a bunch of Balloon Juice from a Windows Fanboy.
