Is Fedora more "advanced" than Ubuntu?

I guess Fedora is designed to push new features out into the user base to get them ready for eventual inclusion in Red Hat Enterprise Linux, but it seems to me that if "new" is what you're after, Fedora is newer at any given time than Ubuntu.
