Android runs mostly on ARM systems, which is not compatible with wine, as the windows binaries will not run on the processor even if the win32 API's were available. You can a much more fundamental binary incompatibility in play.

Even for x86 tablets most classic programs for windows are not designed for a touch interface and will be unwieldy or impossible to use in a touch only environment.

Mouse driven?!?! Not that hard as long as you got x86 emulation licked,... You just need a "pointer mode" available, as the N900 has in it's browser. Of course, that's Maemo5 and not Android, ... but...
