Gimp is a Raster image editor.

As a photographer who uses Gimp every day, on Linux, I was not happy when they changed the sliders in the Tool Options. However, I would rather see Gimp add support for 16 - 24bit color, Non Destructive Editing, Better Selection Tools and support for conversion to CMYK. It's my understanding that some of this will be in the next major release.

If you are looking to add filters, install G'MIC http://sourceforge.net/projects/gmic/

Coincidentally, the single most powerful open-source vector graphics editor, Inkscape, has also had a major upgrade recently: http://fedoramagazine.org/inkscape-0-91-released/
