HP all-in-one without HPLIP

HPLIP is great if you need it, but it's even better to be able to run an HP printer-scanner without it. HPLIP isn't the greatest app. When I was running it, I had to use the GNOME Shell Extension to make panel icons visible, or otherwise HPLIP wouldn't run.

My printer is an HP OfficeJet 3830. It's a cheap all-in-one (printer/scan/copy/fax) from Costco.

In Debian Buster (10) I could print automagically, but I needed HPLIP for the scanner.

In Debian Bullseye (future 11) I can both print and scan out of the box, no HPLIP needed.
